I have a PS3, a sony 46″ LCD TV and analog Cable in for TV. What receiver will upconvert my cable and PS3?

You have to get an HD adapter for your PS3 for best quality, any place that sells PS3 should sell them. For your cable your will need to rent a HD Reciever from your Cable provider.
